Absolutely - in fact, if they do not obey the order of the court your employer could be fined for an amount equal to the total garnishment. I don't know of any company that would be willing to throw money away like that.

Yes, a garnishment is essentially a court order and the employer is bound by it.

Yes it is mandatory to withhold your wages until you pay off what ever it is you owe.
