Let's be sure we are all talking about the same thing. What do you mean when you say "save"? Do you mean that you have a gif file somewhere and you double-click on it? Then, iPhoto opens and you see that the gif has been added to the iPhoto library? If that's what you mean by "save", the problem is you don't want to add all your gif files to the iPhoto library.

Click just once on a gif file. Doesn't matter which one, just pick one and select it with a single click. Now click on File (top menu) and choose "Get Info". A small window will open. At the lower left, look for "Open with" and click once on the triangle to see more. Now, do you see "iPhoto (default)"? That's the problem. Click on default to see the long list and choose what you really like to use to open it. Preview is a good one unless you have Photoshop installed and want it to open with Photoshop. Now go one step further by clicking on "Change all..." after you choose Preview or whatever. You'll get a message "Are you sure you want to change all your iPhoto documents to open with Preview?" Click "Continue". Sometimes the "Continue" will not really do a full job so you may have a few gif files left around on your computer that are keeping the iPhoto association. This is one fault of Mac OS; it doesn't always complete the universal assignment of file associations but that's the best you can do for now.

Thats what they are, pictures. You have to adjust how your program iphoto treats GIF files. So that you can open them with the program you want to use.

Launch Preview.app, in the File menu choose Open. Navigate to where the file you want to save as GIFor if you know the name of it, enter it in the upper right corner of the Open window and click enter.
Choose and Open the file.
In File menu, choose Save As...
In the Format: drop down menu choose GIF
Click Save

From Safari? Just right click (or Control-Click) on the image and choose Save Image to the Desktop.
