It's a messy job but someones got to do it otherwise this can back up and leak into you house. ( especially in winter). This is a home project at it's best. You can almost always get it going again. You can use the garden hose, coat hanger, dynamite, just about anything. I would save the dynamite for when you do this on the fourth of July. Like unplugging anything. Shove the hose,wire,dynamite down the vertical after cleaning out the horizontal. Last resort is slice open the vertical with good razor blade knife, spread it apart with that 18 inch screwdriver you thought you never had a use for, and take it out with the screwdriver. Then go get another piece of new gutter and a pop rivet tool. You need this tool for repairing all kinds of stuff anyhow, including automotive,shoes,belts, kids projects and sleds, etc. While doing this I strongly suggest at minimum, goggles, at maximum a total hazmat suit.

take a hose or a hanger and push through the elbow till the water runs through ima house painter and we do a lot of this in the fall before the snow to keep the water from freezing and taking down the gutters it also is a good time to hammer the nails back in and back screw the gutters to the fascia boards so they cant fall down with snow or ice id just go up and use a ladder and pull the funky junk out by hand then run the hose through

use the water hose and blast it clean or a long poker stick first and get the vertical open and rinse it. Lots of leaves will block it like a stopper.
