Unless the State has notified the Financial Management Services of a debt that you owe, your Federal Refund will not be offset to pay the State debt. Once your state receives your return and determines that you owe, they will be sending you a bill for the Taxes owed, plus penalties and interest.

If you have a refund coming from your State return for 2006 they will keep that to pay towards what you owe

You might be able to make payment arrangements with the State if you are not able to pay it in full

IRS audits are for federal taxes, not state. Just owing doesn't get you audited anyway, although if the amounts (federal or state) are paid late, there will be interest and possible penalties.

Federal will not audit you just because you owe your state, they will however keep your refund and send it to the s tate, plus interest and late fees. I know because it happened to me for several years. It took me forever to clear up that mess.
