September 1950. They were the Military Assistance Advisory Group (MAAG), troops to supervise the use of $10 million worth of military equipment to support the French in their effort to fight the Viet Minh forces, to advise on strategy and train Vietnamese soldiers.

(OSS officers had been training,arming, and supplying Viet Minh troops 1942-1945, but that was more in the line of intelligence and Special Forces, not battle troops.)
