It sounds like you want to use DVD Shrink which probably means that you want to burn a DVD which can be played in a standard DVD player. The problem you are going to have is the format that the video is in and whether or not your downloaded copy has DRM (Digital Rights Management) - like from iTunes.
DVD Shrink works on VOB files which are MPEG2 video. Your downloaded movie is most likely in DIVX or some other AVI file format and you would have to convert to MPEG2 video in order to "master" a DVD that would play in a standard DVD player - I don't know of any programs that would be able to do this.

Yes you can burn DVDs, but inorder to burn movies, you must make sure it is encoded in the proper MPEG format or encoding, which is necessary for your DVD player to be able to Read it. If you own a copy you can simply rip the ISO image from the DVD and burn it again. If this is illeagle movie downloading, then I have no part in this, but if it is good, which I will assume, then yah there are plenty of encoding softwares to use.

It depends on the computer and the TV. You will definitely need a cable to connect it. check your TV for a VGA in if it has one your laptop will be able to connect with a standard VGA cable that you can get fairly cheaply if not and your laptop is newer you can try HDMI which is a HD cable it is a little more expensive but high quality. Another option is S-VIDEO and if you have an output on your laptop but do not have one on your tv you can get a S-Video to Component fairly cheep if not then you will have to get a converter box that will switch VGA to component that will be about $20-$60.

Of course you could. As long as you have the right program. Find the movie under 'my computer' or wherever you saved it, and right click, you may see a 'copy to disc' botton. If so lucky you! But if not, look around on your computer a little more. If you still can't find anything, call a computer place (only if the movie is legal because they won't talk to you if it's not). You should be able to use DVD shrink, just be sure to gert the right kind of blank DVDs that your computer supports

If the movie is in .avi or some other format, you can use DivXtoDVD to convert the file and burn it to a disc. It's a little time consuming though.
If you ripped the movie with DVDshrink, you should be able to burn it with DVDshrink.

It all depends on what you are going to download it from. If iTunes, then no. Some other service, maybe. Once again, it all depends.
