Just for the simple reason that it is more convenient. A lot of times, due to privacy reasons people prefer to use fax rather than e-mail (hackers are everywhere,you know). Also if the files are heavy, e-mailing them might not be a good idea.

Because some companies are still on a budget.
Others prefer the FAX because they are comfortable with the ability to provide photo copy like images, photocopies of legal documents, and signatures for contracts.
Sending them an Email with a photo, formatted in jpg or png can accomplish the same thing but there are those who, just, resist change.

you have to scan a document before it can be emailed, that's 2 steps. sending a fax is 1 step.
technology doesn't always make things easier or more efficient

May be they don't have access to the Internet. You see a business with phone number and fax number not every business has Internet.

Hard to e-mail a hard copy if you don't have a scanner.
But then what, how to send an electronic copy of that hard copy? Oh yeah, a FAX MACHINE!!!
