With Hitler's aggressions and the fall of France in the spring and early summer of 1940, Roosevelt and Congress turned to defense preparations and "all aid short of war" to Great Britain. Roosevelt even gave Great Britain 50 overage destroyers in exchange for eight Western Hemisphere bases. But this aid was given because it was felt that national self-interest, not responsibility, demanded aid to Britain.
