Indigenous more or less means that which is there naturally. These, for example: The American Indian is indigenous to North America. Or, the buffalo is an indigenous species to the North American prairie.

No, the indigenous Caucasian should serve the same time but educated and taught better. The foreigner should serve the same time hard labour then deported. I say hard labour because the foreigner would know what they are up against should they return illegally.
