Contrary to the above, neither George Washington nor Ronald Reagan received all of the electoral college votes in a presidential election. In his first election, George Washington received 69 out of 103. In his second, he received 132 out of 209. The closest occurred in 1820 when James Monroe received all but 1 electoral college vote. Some other notables are that in 1936, FDR received 523 out of 531; 1972, Richard Nixon got 520 out of 537; and, in 1984, Reagan got 525 out of 538.
Simply put, no president ever received all of the electoral college votes.

Technically, nobody. Washington received all the votes he could possibly have received both times he ran, which was half of the total votes. At the time, each elector got 2 votes and couldn't use both of them for the same person, so the best one could do was 50%.
