There are two fuse boxes and the fuses you need to check are in both.
the under dash fuse panel is behind or above the left side (driver's) kick panel. that is the vertical panel by your left foot when you are seated in the car.

Check the No. 1 (10 A) fuse in the dash fuse box This fuse is one of the fuses for the seat belt system

the underhood fuse box is in the engine compartment, probably in the area adjacent to the windshield on the passenger side (with the hood open) it has a black cover on the box and will identify the fuses and relays on either the outside or inside of the cover to the fuse box.

the following fuses are in the underhood box and are involved in seat belt system. You may not have a fuse in either #35 or #36 but there should be one in one or the other slot; there may be one in each depending on the model options and year.
Fuses in the under-hood relay box.
No. 22 (15 A), No. 24 (7.5 A), No. 35 (30 A) and No. 36 (30 A)

Go to the fuse panel and start pullin fuses. Look for the one thats broken it should be easily recognizable to see that the metal in the fuse is broken. another way to find it is look up online a 1990 honda accord wiring diagram you should come up with something.

Look down on the Left Kick plate, if the pannel isn't there then look right above that side, where your left knee would be. Not there then look under the hood on the right side is a fuse box it may be in there. Hope this helps.
