I'm writing a story and need to know.

Okay, the easy answer and then the real answer ... first, you start a new paragraph anytime you begin a new topic or a new line of conversation by a different person. However, in modern typing the indent key is never used in writing. Instead what is used is the double space.

whenever you want to start a new subject is when you hit enter and indent. some of the time you just double space.

u kinda change the topic, its still kinda on topic but doesnt go along with the rest. y dont u put a couple sentences on here and then no one can steal ur book/story and ppl can give u an exact answer?

When you start talking about something else or if the direction of your writing changes. Also whenever someone starts talking.

You start a new paragraph when you start a new idea, or a new treatment of a previously introduced idea.
