The cite below will give you a start. I'm not sure that a complete and accurate count has ever been made. In addition to FDNY, NYPD, NY Transit Police, National Guard, and other military components, there were numerous civilians and off-duty rescue personnel who pitched in to help. With the estimated 25,000 to 50,000 civilians involved in the incident, even with the general alarm (a fire service designation for "oh s#!t, send everyone"), rescue personnel had no chance. Add in the problems in communications and the subsequent collapse of the towers, the first responders were completely overwhelmed. In truth, there weren't enough personnel on the entire Eastern seaboard to respond in adequate numbers.
