The Ottawa treaty was signed to ban the use and stockpiling of anti-personnel (AP)mines. Most of the world considers APs illegal, yet noone denounces Iraqi "insurgents" for using them.
Technically, IEDs are AP mines. More than 10,000 est. Iraqi civilians have been decimated by these landmines.

A perfect example of why laws don't work.
The treaty bans them, the enemy still uses them.
The only way to fix that...drop a bomb on them every time someone is killed by a APM.
