The reasons are similar for all - causing wars, genocide, persecution of those who disagreed with them or those who they scapegoated, racism, government through fear, dehumanisation of people considered different for one reason or another, sundry other atrocities (in Leopold II's case committing countless atrocities against an entire population and literally working half of them to death, purely for profit and personal gain).

There are probably quite a few I've forgotten, but you get the idea. The faults and mistakes of our democratically elected governments pale into insignificance by comparison.
