The purpose of the surge was to stand up the government in Baghdad and give it chance to get the loyalty of the people. The bombers know this, so yes, I'd say it's a serious sign that the surge isn't working when members of the Iraqi parliament are killed by a suicide bomber in the green zone.

A single attack like that has no bearing on how 'out of control' the area is. If a government building being hit by a terrorist was a sign of a state that was 'out of control' then Oaklahoma was 'out of control' in 1995.

The continuous murders and intimidation are a better barrometer, they just don't make for exciting news. In fact, I'm not sure if the rate of violence in Baghdad has been up or down lately - all I've heard about has been Congress vs Bush, and the odd suicide attack.

It's funny how Bush had to move the third infantry out into the middle of Baghdad to secure all of the other violence the Republicans say isn't happening. They left the military base (Green Zone) un-protected. Cut the funding and bring the troops home so they can live in America. IMPEACH BUSH and CHENEY

The debate over what would happen if we just withdrew from Vietnam went on for years. It's the exact same debate, almost word for word, being used today in regards to Iraq.
If we withdraw from Iraq the same thing will happen as it did for Vietnam, nothing.
