Target. It's not exactly a supermarket but you can get some pretty good deals on food items. I've saved almost 50% more than I would in my local supermarket.

It depends on if you consider quality. There are cheap supermarkets where you can buy cheap food, but you get what you pay for. Quality, healthy food is expensive.
