the answer is probably no but is there a way to fix a table with a formica top where water has got in and its come away from the chipboard?

You will never be able to restore the table to it's original condition. If water has got into the chipboard the chipboard would have 'blown' i.e. expanded. However, one method of making the laminate lay flat is to drill a very small hole into the Formica which will allow you to inject a small amount of super glue (get the runny stuff) below the surface. You will then have to fill the hole to disguise the hole. I recommend a epoxy filler for this which can be coloured at the mixing stage to blend in.

You can TRY drying the chipboard out and regluing it. Perhaps a blow dryer would work. Problem will probably be that the chipboard will warp when dried.
