It would be nice to think that all you have to do to walk into a Council Flat is find one that is vacant, however I was under the impression that Councils controlled who was awarded Council flats on a priority needs basis ?

This suggests that your friend needs to contact his local Council as a matter of urgency and establish the fact that he is a high priority case = to be honest it's hard to see how he will get a flat before some single parent with kids, so chances are he will end up in 'Emergency B&B' ..
