Toll free numbers mean you don't pay any toll charges (long distance charges.) However, your cell phone is still going to charge you minutes if you are calling when your minutes are counted.

Toll-free numbers are free to call from a landline phone but when calling from a cell, you will have to pay airtime costs. Depending upon your phone plan, it may or may not cost such as if you were calling during your nights and weekends minutes.

you pay for the minutes used no matter who you call, even if they don't answer.
you could also be charged for using your phone out of your local calling area (roaming)
Check your contract, they differ from carrier to carrier, and plan to plan
you will not be charged for long distance connection.
