Of course this is a matter of opinion (and are you talking about the first or the second new deal or both?)
My choices would be:
Social Security Act - keeps money flowing to retirees and allows the economy to benefit from this forced savings system
TVA - built dams and power plants to bring electricity to the South
FDIC - made sure a person's savings was secure in a bank
CCC - gave jobs to people who were unemployed and built a tremendous number of parks, trails and buildings/bridges that are still in use today
