Windows may have blocked them to protect you from possible threats.
If you are sure those files are safe, then you can right click on them, select properties, and you will find a button captioned "unblock" at the general tab.
A virus scan it totally recommended as well.

you've probably caught a virus and it's stopping you opening exe files

Could be a virus, I think I remember one doing that. Or, you could be blocked from opening them by security.

probably a virus or spyware - run a spyware scanner like adaware and your antivirus - then reboot and try again
