first put a pokemon that has static as an efect first.this seems 2 make pikachu come out more often.
next go to where u find pikachu do run around grass simply stand still and circle around over and over this doesnt waste any of ur steps but if ur standing in grass pokemon will come out.
last do stop catching pikachu until u run out of safari balls

Between Surfing and Flying Pikachu, for competitive battle purposes, Surfing Pikachu is the better choice for one major reason... no one should use Fly (or any 2-turn attack) in competitive battles. Now for the Pikachu with Light Ball or Raichu with Zap Plate, it's EASILY the Pikachu. Why? Because Light Ball doubles Pikachu's Attack and Special Attack. Zap Plate only boost Electric attacks by 20%. Easily, you can see why, at least by items, the Pikachu is better. 200% boost all the time versus 20% for a specific attacks? No-brainer there. However, items don't paint the whole picture. We'll have to consider the stats. I'll be using the max possible for the Attack and Special Attack. It probably won't apply to you, but it will give you an idea. Pikachu can have 229/218 while Raichu can have 306/306. Thus with the Light Ball, Pikachu would have 458/436. Even if Raichu would have to use the Choice Specs or Choice Band to get one of its stats to that level, which if it did would be 459. However, Pokemon battles will often depend on the Speed stat. In this case, Raichu will usually win. After all, whoever attacks first deals damage first, and if they deal enough damage, they will KO the Pokemon before it can even attack. It should be noted that bot Raichu and Pikachu have low defenses, though Raichu can survive Special Attacks a bit better. In Summary: For Offense: Pikachu For Defense: Neither, but if you HAD to pick, Raichu.

If you want a Pikachu with a Light Ball, you could also try taking a Pokemon with the Special Ability Compound Eyes and put it in the first slot in your party while in the Safari Zone.
Compound Eyes increases the chances that you'll encounter a Pokemon with a held item--which should help find a Pikachu with a Light Ball. However, only Venonat/Venomoth, Yanma, and Nincada have Compound Eyes for an ability.

Pikachu is hard to find with a light ball. When you catch one it theres only a 5% chance that you'll catch one holding a lightball. The only advice I can give is to catch as many as possible...
