I've lived in Orange County all my life & want change. If I go to UCI, I'll dorm one year and save money and live at home for the remaining 3 years. I'd have to borrow $4,500. At UCSD, I'd have to borrow a total of $18,000 for the four years of college in addition to working.

All the UC schools are highly rated -- so UCI would not be a bad choice.

On the other hand, UCSD is one of the highest rated public universities in the world and is located in one o fthe most beautiful places in the world.

Have you thought of going to UCI for one year and living at home that first year? It will be hard to move back home once you've been in the dorm. Maybe after a year you can qualify for more financial assistance or even a scholarship. If you really want to go to UCSD you should try to do it. It's a great school (not that UCI isn't) and part of going to college is the experience of living on your own. You will have a long time to payback your student loans, and you will gain a lot of life experience.

I don't agree that you should commute the first year too. I actually went to UCI and lived in the dorms (like 90%+ of the first-years). I recommend Middle Earth! I think living on campus is fun and a great way to meet people and socialize. I wouldn't feel that I had got the full college experience if I would have lived off-campus.
