first of all treat the inequality as an equal sign. You can then treat it as a set of instructions, starting at the letter and then moving away from it. This means that the instruction is to think of a number , multiply it by 2, add 7, multiply again by 2 and finally dividing by 3 gives us an answer of 2, Reversing this will give us our starting number. So 2 multipled by 3 is 6. Dividing by 2 takes us to 3, Subtracting 7 gives us -4 and finally dividing by 2 leaves us with -2.
All that remains now is to substitute the inequality back in to give our answer of x < -2.

Heres how you do it:

2(2y+7)
----------- < 2
3

1. First, in order of operations, multiply 3 since it is divide to cancel out the division. Do the same to the 2 on the opposite side. So then you come out with this:

2(2y+7) < 6

2. Distribute, so you get rid of the paraenthesis:

4y+14 < 6

3. Solve the equation as you would with an equation with an equal sign. So you subtract 14 from each side, to cancel out the addition.

4y+14 < 6
-14 -14

4. Then you get, 4y < -8. Solve it to get y < -2.

I hope this helped!

2(2y+7)/3 =< 2
4y+14/3=<2
Multiply both sides by 3
4y+14=<6
4y+14-14=<6-14
4y=<-8
y=<-2

2(2y+7)
----------- = 2
3

times 3

2(2y+7) = 6

4y+14 = 6

minus 14

4y = -8

divided by 4

y = -2

put in <

y = <-2
