Google accounts are free. To get a Gmail account, however, you either need an invite from an existing user, or to sign up by requesting a confirmation code be sent to a cell phone. They're not allowing free public signups to prevent spammers from getting the accounts, so it's more difficult to get an account for legitimate use.
