The MNR is the ministry that regulates removal or placement of foreign material on public lands. I don't think that anyone would have you charged under the litering law but there is always someone who would find a moral high ground and do it. Even though Whitby Beach is run by The Town Council, the town must still get a permit to remove or dump anything on the beach.
Your mom is riding the waves!! Go, Mom.

There is no law menioning the scattering of ashes on ordinary land or rivers. The Environment Agency provides guidance on places where the spreading of human cremation ashes should be avoided and can also advise anyone wishing to spread ashes on a river so that they do so with minimum environmental impact. Local authorities can advise people considering the spreading of human ashes elsewhere. Human ashes placed in your own garden should be disclosed as part of the new home information packs.

I dont know but I scattered my mums ashes on the beach where we grew up. It was what she wanted so i done it without asking if it was allowed, just in case we couldnt ! Too late now !! Dont worry about it x

I have never heard that. My Mom died 2 years ago and we scattered her ashes (without a license) at the farm where she was raised.
If that was where your Mum wanted to be scattered- screw the license.

I would not think so, but if there was one, once you scattered their ashes, How the heck are they gonna be able to prove you did anything wrong. The Ashes would be long gone...

I don't think you need a permit to scatter ashes on private land but I think you probably do if you scatter them elsewhere.

There are places that this could be considered littering and others where they want you to have permission to do so. There is no particular license that is need but asking before doing is the right thing to do.

It's sick but it's true. i was accosted by a jobsworth last week who was going to report me for scattering ashes. apparently it is classed as littering.
