i heard that it's only legal to have 1 if your car doesnt come with a mount, is that true?

I'll assume you are taling about the front license plate mount?? If so, it is a no cost option and you may be able to get one from the dealer. If they won't give you one then there should be a bunch of them in a salvage yard, Assuming that there is not difference between the years of the same model car.

Yes (you must have two plates). I live in Missouri. All vehicles, except motorcycles and trailers, are required to have two license plates, front and back. If your car doesn't have a mount, you'll have to get one or you'll get a ticket.

Yes you do. All makes are required to supply a license plate holder. The dealership can guide you where to get one.
