Depends on the species, and sometimes the age.
Pond turtles, such as Red-ear Sliders or Painted turtles, for example eat mostly insects and 'aquatic meats' when young and do not eat plants at all.
As they get bigger, they add on dark leafy greens and some veggies.
Tortoises eat the plants similar to their wild diet. Box Turtles eat a variety of plants- but mostly insects.

This depends on the type of turtle. Most turtles are largely insectivores, but almost all will compliment their diet with vegetation. Tortoises are the opposite.
The most important thing is that you give them a good variety of high grade items. Iceberg lettuce and romaine have little nutritional value. Collard greens, kale, red-leaf, etc. make good choices as well as fruits and veggies like carrots, apples, melons, pairs, berries, etc. Just don't give them too much bananas (high potassium).
