What you are describing sounds like phrenology, which is a pseudoscience that says the structure of the skull determines a person's character and mental capacity. There's no evidence of this at all.
Brain size basically doesn't matter for intelligence. How do you define and accurately measuring intelligence among animals, particularly among humans with different educational and cultural backgrounds? Also, there is the functional diversity and connectional complexity of the brain to consider.
So, the answer is no - intelligence is not measured by brain size (unless there is some pathology like microcephaly). It also does not validate any sort of evolutionary theory - one race is not "smarter" than another race.

All these answers are ideologically skewed. This is not the social science section, people. Brain size to intelligence is mildly correlated at approximately 0.04%. Not large, but significant. Homo erectus had a 900cm^3 brain to our 1400cm^3 brain, at about same body to brain ratio. This nonsense about Einstein having a small brain, is just that; nonsense. In reality his visio-spacial area was much enlarged. Brains are expensive, though, so a smaller brain that was intelligent as a larger brain would be more efficient.

Sometimes brain weight divided by body weight is used as a rough mesure of intelligence. But, larger people generally have larger brains, but the ratio is the same as for smaller people with smaller brains. One important thing in intelligence seems to be the height and depth of the gyri and sulci in the brain.

Intelligence is not related to brain size. And skull size is not really related to proving or disproving evolution.
Intelligence is caused by thinking, learning, and doing. People who don't do those things, no matter how big their heads, will be dummies.

no actually what it matters is that your furrows in your brain the foldings of your brain-namely gyri & sulcus, gyri is upword foldings & sulcus is the downword flodings. It increases your capacity to hold things & memorise. Normally every human beings is having a cranial capacity of 1.6 litres. so nothing to worry about it.
