We can not clone a dinosaur until we find enough dinosaur DNA to make a complete creature. To my knowledge we have found only one small strand of DNA that MIGHT have come from a dinosaur. The last I heard it was not conclusive as to the origin of the DNA but researchers thought it might be from a dinosaur.
Then we must develop the technology to clone from somatic DNA which we still do not have.
In short it will be a long time to come.

I watched a special about the reasons why we could not clone a dinosaur. It started with the basic reason: No complete dino DNA. The show explained that we have been able to recover snippets of DNA, we have never been able to get a whole strand.
The show then said, well lets pretend we can get complete DNA. It then went on to the next reason. Currently to clone, the cloned animal is brought to term thru the regular birthing cycle of another animal. Such as implanting the egg of a cloned sheep into a female sheep and letting nature work from there. There are no comparable animals alive today that would allow for this method to work for dinosaurs.
Once again, the lets pretend we can get around this scenario happened and the show talked about the enviromental differences between the Mesozoic and today. The dinosaurs would need special living conditions that may not be around today. We would not be able to really anticipate those living conditions until we had living specimens to work with.
Also, the dinosaurs may have depended on symbiotic relationships with various microscopic creatures to survive. Like we need certain bacteria to help our digestion. Those microscopic creatures may not be alive today. There may be other forms that can substitute, but we do not know.
I think the show covered like 10 reasons why we cannot do it. This is only 4 of them. These are just the ones I could remember.
