Depends of if you like making things, and how much your time is worth. I would buy a ready-made telescope, for less than $500 you can get something decent. You might make one from a kit, for half the price, but it will take you up to 100 hours.

Making the mirror of a telescope is a long process, as you need to know exactly what you're doing and where to stop polishing it. Instead, you may want to buy a kit (with the mirror or lenses included, so you'll only need to assemble it). Buying a telescope is still the most convenient option. You buy it today, you use it today and that's it!

if you buy one you have to use what accessories come with it
and are limited to the usual types that are on the market. If you make your own you can make it what ever size you want
provided you know where to get supplies and a sturdy mount
which is most important next to the mirrors or lenses you use
you can find plans for certain kinds in Astronomy magazine or Sky and Telescope or their archives you can build one for $200 on up depending on mount and aperture

In the olden days it was worth making your own telescope, but now days there are so many good and cheap telescopes that you cannot hope to make one as good and as cheaply as you can buy it. See the sources for some good telescopes.

buying is better because you are not too expert to make the mirror or reflector of the telescope but the companies like mead have expert workers and machines to make the mirror if you make it by your own and if you doesnt be expert you may harm the mirror or the glass and this enhance the aberration of the glass so the result is bad image and low resolutions

If you want to look at the planets, you should buy one for $400 or so. Reflectors are better quality optics than refractors. Making one is very difficult and the quality of lenses that you need to buy wouldn't be very cheap.
