It only sounds stupid because you asked if a new slot could be installed without telling us what kind of slot. Is this a memory slot, a PCI slot, an AGP slot, a PCI-E slot, a level 2 cache slot? More information would be helpful as well as your motherboard make and model. The answer can be yes and can be no, depending on what you're talking about. In all cases, even if you can put a new slot on your motherboard, it requires some precision soldering that only an expert would be able to perform.

Not normally, no.
There are some motherboards out there that are circuited and pinned for an agp slot, but they never added the slot to save costs.
In that case, if you are a talented solderer, you could technically add the AGP slot to it. The bios would probably have support for the slot already programmed in. But you would still run the risk of destroying the motherboard.

Unlikely. It would involving disconnect all the solders holding the slot in place and reconnecting them to new slot (assuming you can even get one) without damaging any of the wires. That is very difficult (as in imppossible) to do.
