If you are talking about learning facts, then you may find mnemonics useful. You can find out details of how to do this by borrowing Tony Buzan's book from the library (or click onto the links below for a crash course - there's a great section on memory techniques for exams). For other stuff, eg processes, techniques etc that must require understanding, you must ask yourself questions before studying the subject that you can tick off when you've read through your notes. This gives you some idea of whether you know the topic well or not. (They also make great revision notes!)
I like to convert my notes into pics, using my imagination and senses as much as possible.
For example, I pretend that the person is suffering from a condition is someone I know and imagine how all the symptoms affects their lives and the sort of questions they would ask me.
The best thing is to practice, practice, practice. You will find that this is much more effective and you won't even struggle to remember, you just know.
Another method is to take someone under your wing, eg in the same year as you, and explain it to them. I find that I always remember stuff I've taught to someone else.
Good luck!!

The best way to learn anything for computer science, MIS, etc is to actually program and do it. Plus experiment, and add lots of print statements/outputs to see whats going on. This is a subjust you can actually learn alot on by trial and error, plus learn even more interesting things when you make a mistake.

Everyone has their own way of learning, but my tips are:
1) Use colour in your notes - the brighter it looks, the less likely your eyes are to get tired.
2) If you think of something funny in the lectures, then write it in your notes - it'll give you a chuckle when you're revising, and will make you more interested in re-reading the notes to find the funny bits :)
