Yes. According to the Xbox website:
The origninal Xbox needs a kit which includes a remote and sensor:
The DVD Movie Playback Kit
With a DVD Playback Kit, your Xbox can automatically recognize and play DVDs. The kit is a remote control that communicates with the Xbox via an infrared sensor that plugs into one of the controller ports. The DVD Playback Kit checks the ESRB rating for the DVD, and ensures that it meets the content rating parameters set in your parental controls.
The 360:
To play DVD movies:
Press the eject button on the Xbox 360 console (or select Open Tray from any area of the Xbox Dashboard) to open the disc tray.
Place a DVD movie on the disc tray with the label facing up (to the right if the console is vertical).
Press the eject button (or select Close Tray from any area of the Xbox Dashboard) to close the disc tray. The DVD movie will begin playing.
To view on-screen DVD controls—including menu, chapter skip, ten-step image zoom, A-B repeat (segment looping), audio and language options, and other buttons—press any button on the controller. Use the left stick (LS) to move to a feature, press A to select it, and B to clear the on-screen menu when you're done.

The original xbox only played dvds with the a purchased DVD remote. Xbox 360 plays DVDs as well but you don't need to purchase a remote.

For the XBOX, you have to purchase the XBOX DVD Playback Kit for like $30 to watch DVDs on it. The XBOX 360 does not require this to view DVDs.
