If it's illegal to say something, it doesn't matter whether you whisper it or not, it's still illegal. Though in the US, you can say almost anything as long as it's not threatening. If it makes someone uncomfortable, it's considered assault and therefore is illegal, regardless of whether it's whispered or spoken normally.

What country do you live in? Are you new here? You can yell things on the street in America, with very few exceptions. If you are in another country, better find out. Or better yet, maybe you shouldn't ask.
