So basically, what was going on in Russia that made them introduce the policies and what were the policies?

1-They chose to work out a peace treaty with Germany that pulled them out of The Great War (World War I) and brought their troops home after some horrible slaughters
2-The supported the workers in factories, raising their wages and working conditions
3-They challenged and ultimately killed the Tsar, his family and worked against the nobility
4-They gave land from the nobles back to "the people"
5-The were brutally ruthless and killed thousands and ultimately millions of Russians

Their most common policy was "Kill all who oppose us." It did not endear them to the Russian people but it worked for a short time, until someone stronger came along.
