The paint on the ceiling appears to be ballooning but I'm not sure if that is the proper name for what is happening. I need to let the landlord know about it and I want to be as accurate as possible.

The paint is blistering due to moisture under it. There may be a leak above the ceiling that is causing this to happen. Making the landlord aware of this is your best bet so he cannot say you let it go and it caused more damage.

if your landlord speaks fluent english then that should make sense. Let him know if there are water spots or leaks. Your best bet is to get the landlord to come to your place and take a look.
