It seems that lawn mower engines are louder than vehicle engine, wha is that cause lawn mover engines are smaller than car engines.

if its the muffler, how come lawn mower engines dont have lager mufflers?

The Muffler.

Try taking the Muffler off your car and then compare!

Mufflers on car's usually have baffling and padding in which the sound levels are lowered. On small engines, especially one's on push mowers, they only have 1 or 2 baffles, and no amount of padding. The ONLY reason most manufacturers put a muffler on a small engine is A. to SLIGHTLY lower the sound output, and B. as a spark arrestor for federal guidelines.
If you think that engine's loud now, try pulling the muffler off!

Because lawn mowers have much smaller mufflers that don't quiet the sound as much. New cars have to meet sound regs and mowers don't, so cars have resonators and huge mufflers to quiet them down. Take the mufflers off a car and it'll be a lot louder.

Most noise is mechanical..... your regular car engine is rather big.. and stuffed under a hood and behind a heavy steel firewall.. and has a heavily restrictive muffler deadening the exhaust noise even farther..
While take the regular mower engine... very thin crankcase walls, runs at around 3,600 rpm all the time, on a thin shaky deck (and or frame) and is crudely balanced... (usually small pushmowers are not balanced internally... larger engines are) by weights in the engine..
Combine that with a small muffler and tada.

They could put better mufflers on them, but they don't because buyers or the law don't require it!

Industrial equipment like compressors is required to be quiet. So workers don't lose their hearing.

A car has got a well designed silencer that smoothes the vehicle sound.

for one yo are much closer to the exhaust and second in a car you are moving away from the noise.
