Which is worse: a scald from 100 degree Celsius water or from the same amount of 100 degree Celsius water vapor and why?

The vapor - it contains more heat. That's why it is a vapor and not a liquid - it contains so much heat energy that it has changed states.

The vapor, because even though it is at the same temperature it contains more heat. Temperature and heat are not the same thing.
