I have a Lenovo T60p laptop with two 2gb memory chips in it.
Properties of the computer shows 3gb.
The Taskmanager/Performance screen shows 3144044.

Why is it not 4gb?

Because what you are looking at is the available ram, ram that is being used doesnt show. You will see the actual amount during bootup.

Because the maximum amount of memory this notebook can recognize is 3 GB. Read the specs:

EDIT:
Dr. House -- She's talking about System Properties, General Tab. That always shows total physical RAM that I know of. Do you know of any exceptions?

GoSolo -- XP supports 4GB, though only up to 3GB can be used for processes and such, and that's on XP Pro. Apparently not for XP Home.

Windows XP supports a max memory of 3gb. XP 64-bit holds more I believe, and so does Vista.

If the motherboard doesn't support all the memory you havit in it, it will only show how much it supports.
