If you recall he was in charge of relief during the First World War and the department of Commerce in the Harding and Coolidge administration . If we are to blame Hoover for anything it would be his handling of the post -Depression policies not because he did not do anything but did not do enogh because he strapped himself dwn by his Quaker and Republican background of the self-made man , a prominent figure of the 1920's which shaped Coolidge's idea of business and Hoover's reaction to the Depression .
