I've gone brain dead but the answer is 7.
It takes one fox 6 minutes to eat a chicken so assuming a fox won't just eat one and leave, he'll be able to eat 16 whole chickens in 100 minutes with 4 chickens left over for the 7th fox to eat.

6 because it takes 6 foxes a minute to eat 6 chickens so 6 foxes will eat 100 chickens in 100 minutes the same as they ate 6 chickens in 6 minutes! In other words, 6 foxes eat a chicken a minute!
