Think about the Civil Rights Movement in the U.S and affirmative action: many people believe(d) that taking race into consideration in college applications would keep deserving Caucasians out of the schools of their choice while Blacks "took" their spots. Sound familiar?

I think India is going through something similar, and it will not be easily resolved. Of course, there are other problems as well such as the definition of OBC. Growing is often painful.

Other Backward Classes: In 1927 only there had been census in India based upon castes. Therefore to decide the percentage of quota on 1927 basis is not acceptable. Re-census on caste basis is un-constitutional. Result is that fixing of OBC quota is not possible. However without such quota progress of OBC is impossible therefore one suggestion has come to fix quota on religion basis; I think that is also not possible. So the matter is interesting & shall take some time to get the solution.
