You haven't told us exactly where it is situated. If it is on the ventral surface of the shaft - that is the part that might be hanging on the scrotum - it is probably a fungal infection. On other areas it might also be a physical irritation through too frequent masturbation, or some eczema. I would suggest first that you always dry yourself well after your shower, secondly that you buy a tube of Daktacort cream and apply it to the shaft morning and evening, and keep using it for a few days after the symptoms have disappeared. You should also check for the possibility of having diabetes.
