Stupid in some respects is born. Like you can either do math or you can't. Or you can draw really well or you can't. You have to be born with the awesome gift of stupid. It then has to be worked on. From the age of 3 a person can't draw a master piece. Stupid is a skill and trait that has to be worked on and improved as you get older.

I deteriorate during the course of the day.

I am at my most brilliant when alone in my bed in the early hours of the morning I think of amazing plans, ripostes and numerous other brain bursting images.

All downhill from the point of my getting up in the morning though!

Both. The evidence suggesting that IQ is heritable is overwhelming. There is also evidence that IQ is very difficult to raise, suggesting that it is more strongly affected by our biology than our environment.

See http://www.wilderdom.com/personality/L4-1IntelligenceNatureVsNurture.html

But can we lower our IQ's? Definitely. Long-term drug use or severe child neglect, for example, permanently alters our brains. Accidents can also cause brain damage that lowers IQ substantially.

I don't know if you were looking for a scientific answer, but there you have one.
