Tortoises grow very slowly. Their growth also depends on the time of the year(summer, winter) and food(fresh, pellets...)So don't worry, just give it time..

More info about the diet and housing would help us know what is going on.

Most Star Tortoises are wild caught and loaded with parasites. You may want to have this checked on yours. In the wild, parasites are annoying, but with the stress of captivity, they can be a real problem.

It will also depend on how big of an aquarium you have him in, they will only grow as large as the space will allow. I had Iguanas in the past and if you keep them in a 10 gallon aquarium they will just stay small but it also shortens their life expectancy. When I had Iguanas in a 55 gallon it was quite large since it had the room to accomodate its growth. I also had a water turtle which stayed small in a 10 gallon aquarium and started to grow as I bought it larger ones.

the bigger aquarium u have , your pet will roam around in the tank better and grow bigger too
