Another possible level of protection is to encrypt the folder. After right clicking on the folder and selecting properties, you hit the advanced button, and then you can encrypt the folder. This encryption is based upon your NT-Identity which is a number assigned to your account. This number will change if you add and then delete the account. So beware.

Perhaps a simpler solution is to compress the file using WinZip and then password protect the zip file. This will just protect the file contents, but that might be adequate for you.

Well I don't use either OS but, this should be the same across all Windows platforms.

Right click on the folder you wish to limit access to. Properties and remove the everyone group from the listed of access accounts. Remove any account you wish but, Always leave the system and Administrators access. Add only those accounts you wish to have access too!
