It only works out to half price if you take the free second item. Sometimes you don't want the second one, so the first is still full price.

No, this is a marketing classic. Buy 1 get 1 ( or 2 for 1 (twofer) forces the consumer to purchase 2 items instead of only 1, thereby increasing volume.
It is foolish to sell at 50% off when you can just as easily sell @ 2 for the price of 1.

No - if it was half price just one on it's own would be half price which it isn't. The condition is that you but one at full price and get the other as a free gift!
Paddy: How much are your hot dogs?
Trader: Two for a pound.
Paddy: How much for one?
Trader: Seventy five pence.
Paddy: I'll have the other one!

I always thought that too. If you get 2 items for the price of one, that's the same thing as paying for both items each at half price.

It isn't . The seller wants to sell you 2 things, not one. It's only a gimmick to make you feel you are getting something half the price.
