Just on the pads issue. Watch a Rugby game between Australia and New Zealand and see if you think anyone is holding back because they aren't padded. Rugby players also need to be able to defend and attack.

And what game would you play? Rugby or Football? I am sure the Rugby Union League teams would dominate a game of rugby and the NFL team would dominate a game of football.. I played some rugby in college and also played on the school football team. Rugby was fun but not near as rough of a game physically as football. Football players are padded up for a reason. Playing rugby without pads you tended to hold back somewhat on the hits knowing you're doing this without pads. The speed of the game is much faster with football and the hits much more brutal.

No, because the rules would have to be determined and the games aren't similar enough to really have both play the same game and say it fits both. If it was as simple as Rugby players don't wear padding then yeah you could. Thing is though that the NFL is more complex. I'm probably going to hear about that from Rugby fans but seriously they want to talk about how they don't need padding and they have this violent game basically, yeah but the NFL is a THINKING MAN'S GAME.
